General Electric Wins $20 Million Air Force F110 Turbine Rotor Order

General Electric Co. has received a firm-fixed-price delivery order worth up to $20.4 million to manufacture F110 aircraft turbine rotors for the U.S. Air Force. Defense Logistics Agency Aviation at Tinker Air Force Base, Oklahoma, issued the order under an existing agreement with GE. The four-year order is scheduled to end May 31, 2030, according to the award notice.

F110 Rotor Order Details

GE will manufacture aircraft engine rotors for the Air Force’s F110 fleet. A linked acquisition justification describes a proposed purchase of 71 aircraft fan rotors, while the final award notice describes the order as F110 aircraft turbine rotors. The justification identifies GE as the only approved source for the part and says the government does not hold the technical data rights needed to buy it from another supplier.

The justification also says qualifying an additional manufacturer would require a source-approval submission and could take about two years to evaluate. DLA cited the need to obtain the component within its required timeframe. The order falls under a basic ordering agreement established in July 2024 for manufactured F110 engine materials and components, including cases, vanes, seals and valves.

F110 Program Background

The F110 powers Air Force F-16s and the newer F-15EX. Air Force aircraft procurement materials base F-15EX engine purchases on two F110-GE-129 engines per aircraft. The administration’s fiscal 2026 budget request sought 21 F-15EX aircraft as part of the replacement of the F-15C/D fleet. The DLA award, by contrast, is a component purchase rather than an order for complete engines.

Award and Contractor Background

DLA pursued the rotor acquisition on a sole-source basis. Its acquisition justification says a January–February 2025 search for interested suppliers drew no responses and that, although other companies make similar products, none had been identified with the necessary data rights for this item.

GE has received other engine-component orders under the same agreement, including a $6 million F110 aircraft turbine-rotor order scheduled to end in April 2028 and a $2.1 million F110-129 fan-rotor order scheduled to end in February 2028. The Air Force also awarded GE a separate contract in March 2025 with a ceiling of $5 billion for F110-129 engines and related equipment for foreign military sales customers.
