The Space Development Agency announced it has awarded a contract for Proliferated Warfighter Space Architecture (PWSA) Tranche Three ground segment development to General Dynamics Mission Systems worth up to $400.4 million (about $400 million) through Sept. 30, 2030. The sole-source letter contract covers work in Scottsdale, Arizona; Seattle, Washington; Grand Forks, North Dakota; Redstone Arsenal, Alabama; and Chantilly, Virginia.

Work to be Completed Under the PWSA Tranche Three Ground Segment Contract

General Dynamics Mission Systems will develop the ground segment mission and service applications required to support the PWSA Tranche Three capabilities. The award encompasses software development as well as the testing and integration needed to prepare those applications for operational use.

The contractor will also provide operations and maintenance for the ground segment applications. This work is intended to sustain the software after development and integration, supporting its continued availability and performance throughout the contract period.

The ground segment serves as the terrestrial software and operational component of the architecture, enabling personnel and systems on the ground to use services delivered through the PWSA. Under the contract, mission applications will support operational functions, while service applications will provide the underlying capabilities needed to operate and maintain the Tranche Three ground environment.

Development and integration activities will be distributed across five locations. General Dynamics Mission Systems is based in Scottsdale, while the remaining work will take place in Seattle; Grand Forks; Redstone Arsenal; and Chantilly.

The award is structured as a cost-plus-award-fee, cost-plus-fixed-fee and cost-no-fee letter contract. It carries contract number FA2401-26-C-0003 and was made as a sole-source acquisition, with the Space Development Agency serving as the contracting activity.

General Dynamics Mission Systems to Lead Ground Segment Work

General Dynamics Mission Systems, headquartered in Scottsdale, Arizona, provides mission systems and related technology to U.S. government customers. The company will lead the software, integration and sustainment effort under the new Tranche Three ground segment award.

The contract establishes a not-to-exceed ceiling while the parties proceed under the letter-contract arrangement. Performance is scheduled to continue until Sept. 30, 2030.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov once disclosed by the government in approximately 90 days under FA240126C0003 after the contract is formally disclosed by the government.
