GDIT Wins $17 Million Defense Stockpile Management Systems (DSMS) Support Contract

General Dynamics Information Technology has won a $16.6 million contract from the Defense Threat Reduction Agency (DTRA) to continue supporting the Defense Stockpile Management Systems (DSMS), the IT infrastructure used for nuclear-weapons logistics and stockpile accountability. The cost-plus-fixed-fee award is intended to prevent a lapse in support while DTRA competes a longer-term follow-on requirement. Work will take place primarily at Fort Belvoir, Virginia, and Albuquerque, New Mexico, and is expected to be completed by September 28, 2027.

Defense Stockpile Management Systems Details

GDIT will continue supporting DSMS operations for DTRA. The agency’s earlier DSMS contract with GDIT describes work maintaining, modifying and enhancing applications used to manage nuclear stockpile accountability. That contract’s scope included nuclear-logistics subject-matter expertise and IT support, delivered by more than 40 full-time-equivalent personnel. DTRA’s notice for the new award describes it as a continuation of that support.

According to DTRA’s budget description of the program, DSMS includes DIAMONDS, the Defense Department’s nuclear-weapons reporting system and system of record for sustainment information. DIAMONDS tracks weapons, components and assemblies and supports stockpile verification. The suite also includes ENCORE, which DTRA and the National Nuclear Security Administration use to exchange nuclear-weapons data between their information systems. Keeping these services operating supports logistics, maintenance and safety information across the stockpile enterprise.

Defense Stockpile Management Systems Background

DSMS serves a broader stockpile-logistics program used by the Defense Department, military services, the National Nuclear Security Administration and other partners. DTRA’s research and development budget justification identifies DSMS modernization as planned work. The current contract, however, is described as continuity support rather than a modernization award; its immediate purpose is to keep the existing infrastructure supported during the follow-on competition.

Award and Contractor Background

DTRA made the award through a sole-source acquisition and received one proposal, from GDIT. In its notice, the agency said a short-term continuation with the incumbent would avoid disruption while it competed the follow-on requirement. Although the notice had described a firm-fixed-price approach, the announced award is cost-plus-fixed-fee.

GDIT’s earlier DSMS support contract has a listed potential value of $84.1 million and a performance end date of September 28, 2026. A DTRA contract listing reflecting September 2022 identified the same work with a then-listed ultimate value of $57.5 million. The new award extends support beyond that contract’s scheduled end.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under HDTRA126C0035 after the contract is formally disclosed by the government.
