The U.S. Army Corps of Engineers, Savannah District, has awarded a $45 million contract for general design architect-engineering services supporting civil works and non-military construction projects to HDR-Dewberry SAS CW JV, GHD, AECOM, and Arcadis. The Multiple Award Task Order Contract (MATOC) will run for up to five years, with work locations and funding determined per order. The contract is a firm-fixed-price vehicle with no set-aside, and the geographic scope includes Alabama, Georgia, South Carolina, North Carolina, and Florida.
Work to be Completed Under A-E Civil Works and Non-military Design Services MATOC Contract
The MATOC pool aims to provide comprehensive engineering and design services for a range of infrastructure projects within the South Atlantic Division and Savannah District. The primary focus areas include dams, levees, navigation channels, flood control systems, and environmental restoration initiatives. Each task order under the contract will specify its own location and funding source.
Key tasks under this contract include:
- Development and calibration of hydrodynamic and water quality models in estuarine environments
- Hydrologic & hydraulic modeling in riverine environments
- Design of new or rehabilitation of existing civil works facilities
- Cost engineering using MCACES software
- Sustainable design utilizing LEED rating tools
- Application of Anti-Terrorist/Force Protection criteria
- Preparation of technical information for design-build Requests for Proposals (RFPs)
- Construction phase services such as shop drawing review and preparation of Operations & Maintenance manuals
- Building Information Modeling (BIM) using Bentley BIM software and Autodesk Revit
The contract supports all phases of engineering and design—from preliminary studies through feasibility reports, plan development, construction support, and long-term monitoring. Additional responsibilities may include geotechnical and coastal engineering, water control management support, dam safety analysis, environmental monitoring, sediment transport studies, storm surge analysis, and compliance with district-specific design standards.
Selection criteria for awardees included specialized experience and technical competence, qualifications of key personnel, past performance on similar contracts, work management capacity, and knowledge of local conditions. All designs must comply with the Savannah District Design Manual and utilize standardized digital formats for deliverables.

Among the selected firms is HDR-Dewberry SAS CW JV, based in Tampa, Florida. Also awarded is AECOM from Los Angeles, California—a company with a history of providing construction management services for the Savannah District as well as other architect-engineer projects across federal agencies.
Another recipient is Arcadis, headquartered in Highlands Ranch, Colorado. Arcadis has previously delivered large-scale water infrastructure projects such as the San Diego SBIWTP expansion and environmental remediation contracts nationwide. These firms bring extensive experience in civil works engineering for federal clients.
