EMR + White JV LLC of Freeport, Florida, won a $75.8 million firm-fixed-price contract to build two 120-person enlisted housing facilities at Camp Simons on Eglin Air Force Base. The U.S. Army Corps of Engineers’ Mobile District awarded the contract for housing intended for members of the 7th Special Forces Group (Airborne). Work is expected to be completed by Oct. 4, 2029.

7th Enlisted Unaccompanied Personnel Housing Details

EMR + White JV will construct two facilities with a combined capacity of 240 people. According to the project’s advance notice, each building will provide living and sleeping quarters, bathrooms, storage and service areas for male and female personnel of the 7th Special Forces Group (Airborne).

The work also includes information systems, fire protection and alarm systems, an intrusion detection system and connections to energy-monitoring control systems. The construction solicitation identifies the project as the 7th Enlisted Unaccompanied Personnel Housing at Eglin.

The Army’s military-construction project data describes the housing need at Camp Simons: three existing barracks, each with room for 96 people, were commonly 99% occupied. The Army said force-design changes had added an estimated 700 combat-support and combat-service-support personnel to the unit. Some soldiers lived in surrounding communities, where peak-hour trips to the installation could take 30 to 45 minutes.

Award and Contractor Background

The Corps received five bids for the project, which its advance notice described as an unrestricted, best-value competition. That notice estimated construction costs at $78 million to $96 million; the awarded price was below the low end of the estimate. The Army’s project data listed a $91 million planning figure for the 240-person barracks project, distinct from the contract award.

The requirement had appeared in a May 2024 Corps acquisition forecast as a Camp Simons barracks project estimated at about $100 million. The Corps subsequently conducted market research for the construction work before soliciting bids.
