Elmet Technologies Wins $36 Million DLA Refractory Metals Contract

Elmet Technologies LLC of Lewiston, Maine, has received a five-year, firm-fixed-price Defense Logistics Agency contract worth up to $35.6 million to supply refractory-metal wires and shapes for DLA Strategic Materials. The materials are intended to reduce the risk of supply shortages for defense applications, including radar wires and windshield defrost systems. The award notice lists the Army, Marine Corps, Navy, Air Force and Space Force as users and sets a performance completion date of Sept. 24, 2031.

Refractory Metal Wires Contract Details

Elmet will supply titanium-zirconium-molybdenum alloy, known as TZM, in billets, bars and arc-cast forms. The amended statement of work calls for 56,420 kilograms of one TZM billet type and 46,943 kilograms of another, along with smaller quantities of additional billets, bars and arc-cast ingots. The eight specified TZM shapes total 126,403 kilograms.

The purchase also covers specialized refractory-metal wires. The amended work document identifies HCT, molybdenum-tungsten and tungsten-potassium wire in addition to the TZM shapes. DLA says the materials must be usable, or readily transformed into usable forms, for existing or future Defense Department systems. Elmet will perform the work at its facility and package the materials for long-term storage in an enclosed government warehouse, according to the solicitation.

Before delivery, Elmet must keep production lots distinct, sample and test each lot, and provide certificates documenting whether the material meets its chemical and physical specifications. Government representatives may witness sampling and testing. The certificates must be accepted before the associated lots are shipped.

Award and Contractor Background

DLA made the award to Elmet Technologies through a sole-source acquisition. DLA Strategic Materials sought the purchase to reduce the risk that these specialized materials would become unavailable in the supply chain. The agency’s contracting office in Columbus, Ohio, issued the award.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under SP800026C0015 after the contract is formally disclosed by the government.
