Electric Boat Wins Up to $40 Million Navy Order for Virginia-Class Submarine Actuators

Electric Boat Corp. of Groton, Connecticut, has received a Navy delivery order worth up to $40 million to supply 19 hydraulic actuators for Virginia-class submarines. The order was placed under a previously awarded basic ordering agreement and calls for all work to be performed in Groton, with completion expected by December 2040. Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, is the contracting activity.

Virginia-Class Hydraulic Actuator Order Details

Electric Boat will provide 19 hydraulic actuators for the Virginia class. The award is a purchase of submarine components, rather than a contract to build submarines or perform fleet-wide maintenance. The Navy’s award notice does not identify the actuators’ particular onboard function.

The order’s expected completion date extends to December 2040. Its stated scope is the purchase of the 19 units; the award notice does not assign them to particular submarines or describe interim deliveries.

Virginia-Class Program Background

The Virginia class is the Navy’s nuclear-powered fast-attack submarine program. Electric Boat builds the submarines with HII’s Newport News Shipbuilding under a longstanding teaming arrangement. In 2019, the Navy awarded Electric Boat a roughly $22 billion Block V construction contract for nine submarines. Block V introduced the Virginia Payload Module on eight boats, increasing their potential Tomahawk capacity from 12 to 40 missiles each.

The Navy announced a nine-submarine Block VI contract in July 2026, continuing procurement of the class. Production has remained below the Navy’s two-submarines-per-year goal: a Government Accountability Office report said builders were working at roughly one submarine per year as of June 2025 and cited late supplier deliveries and workforce competition among the challenges. The actuator order is a component purchase within that broader program; the cited sources do not tie these particular parts to a construction delay.

Award and Contractor Background

The Navy solicited one company for the sole-source actuator requirement and received one offer. The delivery order uses an agreement previously awarded to Electric Boat, which remains an active Virginia-class shipbuilder. The Navy accepted the Virginia-class submarine Idaho from Electric Boat in December 2025.
