Dominion Privatization Texas LLC of Richmond, Virginia, has won a U.S. Army Corps of Engineers firm-fixed-price contract to construct a microgrid at Fort Hood, Texas. The contract has a total cumulative face value of $61.5 million, and the Army expects the work to be completed by May 7, 2029. The Corps’ Louisville District received one bid for the project.

Fort Hood Microgrid Details

The award notice identifies the work as construction of a microgrid but does not name the project. In a September 2025 environmental assessment, the Army listed a planned Fort Hood project called the Phantom Warrior Microgrid. The assessment described a 2.9-megawatt system intended to sustain multiple critical missions for at least 14 days. The installation and timing align with Dominion’s award, although the notice does not explicitly identify it as the Phantom Warrior project.

An earlier Defense Department budget justification proposed photovoltaic generation, natural-gas generators and battery storage for the Phantom Warrior Central campus. The proposed system would serve 2.12 megawatts of critical load and 0.79 megawatts of other load, with the ability to operate independently of the commercial grid. That planning document describes the proposed design, rather than a confirmed list of deliverables under Dominion’s new contract.

Award and Contractor Background

The earlier Phantom Warrior proposal carried a $31.5 million planning estimate, compared with the new award’s $61.5 million cumulative face value. The available records do not establish whether the proposed design or scope changed between those figures. Dominion also received a $16.7 million Fort Hood Network Enterprise Center microgrid contract in March 2026, making the new award another microgrid construction project for the company at the installation.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W912QR27CA002 after the contract is formally disclosed by the government.
