Delphinus Engineering has combined with Professional Analysis, LLC (PAI), adding military logistics and materials-management capabilities to its Navy maintenance, modernization and industrial-services business. The transaction, announced November 3, brings a business with more than 200 employees into the Bluestone Investment Partners-backed company, less than four months after the private equity firm invested in Delphinus.
Founded in 2003 and based in Alexandria, Virginia, PAI supports customers across the United States and overseas. Its work includes spares planning and configuration management for new ship construction, supply-chain support and military distribution operations. Delphinus, founded in 1994 and based in Newtown Square, Pennsylvania, focuses on engineering, ship upgrades and waterfront industrial work.
The acquisition follows Bluestone’s July 21 investment announcement. In the PAI transaction announcement, Bluestone principal Kevin Doherty said the firm partnered with Delphinus to build a naval maintenance, modernization and sustainment platform through workforce investment, technical capabilities and strategic acquisitions.
Adding the Supply Chain to Waterfront Services
PAI changes the mix of work Delphinus can offer rather than simply adding more shipyard capacity. Delphinus’s installation and alteration work addresses the physical execution of ship upgrades; PAI adds the planning, inventory and distribution functions that support equipment availability. Its Military Sealift Command work encompasses lifecycle logistics, ship-acquisition support, ordnance management and supply-chain services. That depth makes the transaction a concrete extension of Bluestone’s sustainment strategy beyond maintenance and modernization alone.
“The combination expands our ability to support the Navy and Marine Corps across engineering, maintenance, modernization, and logistics,” Delphinus CEO Roby Lentz said in the announcement.
The customer fit also involves deeper coverage of existing naval organizations, not just a broader list of agencies. Both businesses have work with Naval Surface Warfare Center Philadelphia Division: Delphinus supplies labor, materials and installation services for destroyer alterations, while PAI supports property management, operating materials and supplies, technical documentation and inventory validation. These are distinct assignments within the same customer organization, showing how the combined business gains a wider range of services to offer Navy buyers.
PAI also adds substantial operational logistics work for Marine Corps Logistics Command. Its distribution-management assignment reaches strategic distribution nodes, Marine Forces and Marine Expeditionary Forces in the United States and overseas. That brings a different delivery footprint alongside Delphinus’s ship-focused industrial services.

Procurement Access Across Sustainment Functions
PAI’s SeaPort-NxG contract provides an established route for Navy engineering and program-support procurement. The Philadelphia materials-management and Marine Corps distribution assignments are awarded task orders under that vehicle, illustrating its use for PAI’s logistics business rather than merely its presence on a contractor roster.
Delphinus separately holds a place on Military Sealift Command’s West Coast general ship repair multiple-award contract, covering vessel repairs at government and commercial facilities on the West Coast, in Alaska and in Hawaii. That vehicle participation sits alongside PAI’s awarded worldwide logistics work for MSC, placing the businesses on different sides of the command’s sustainment requirements: vessel repair and fleet logistics.
