Deloitte Financial Advisory Services LLP of Arlington, Virginia, has won a U.S. Army contract worth up to $37.5 million to provide flexible litigation augmentation support to the Judge Advocate General’s Corps headquarters. The indefinite-delivery/indefinite-quantity award allows the Army to place orders for litigation support as needs arise, with work locations set for each order. The Army estimates completion by Nov. 22, 2029.

Flexible Litigation Augmentation Support Details

Deloitte will provide litigation support through individual Army orders. The Army’s earlier description of its Flexible Litigation Augmentation Support for HQDA, or FLASH, effort covered evidence collection and processing, document review and preparation, database hosting, trial support, expert analysis, research and legal writing. It described services for civil and criminal litigation, board proceedings, investigations and Freedom of Information Act matters worldwide. The current award notice identifies the same broad type of support but does not assign those activities to particular orders.

Orders under Deloitte’s earlier Army litigation-support vehicle show how that work has been used. A senior electronic files specialist order supports the Army Legal Services Agency’s e-discovery offices at Fort Belvoir, Virginia, while a separate order covered a case-management and information-management assessment for the Office of Special Trial Counsel. Those examples illustrate the range of work the Army has ordered from Deloitte; the new award’s specific assignments will be determined order by order.

Award and Contractor Background

Army Contracting Command at Aberdeen Proving Ground, Maryland, made the new award after soliciting one bid and receiving one. The contract combines firm-fixed-price and time-and-materials work. Its ceiling is the potential value of orders, rather than an amount committed at award.

Deloitte, whose HigherGov profile lists its federal awards, also received a $41 million Army legal-support contract announced in November 2021. That award drew two bids and had an estimated completion date of Nov. 22, 2026. Orders under it include a senior electronic files specialist assignment with a potential value of $1.4 million and the Office of Special Trial Counsel assessment, valued at about $908,000.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W91CRB27DA001 after the contract is formally disclosed by the government.
