D3I2 D2 Solicitation Released
ACC Redstone has released the formal solicitation for the 10-year Design, Development, Demonstration, and Integration II (D3I2) Domain 2 vehicle set aside for small businesses. The vehicle will support the United States Army Space and Missile Defense Command
(USASMDC) in acquiring research and development services.
The government anticipates the vehicle will have a programmatic level ceiling value of $4.62 billion that will be shared between D3I2 Domain 1 (full-and-open) and Domain 2 (D2) (Small Business) with $2.05 billion to be shared among all prime contract awardees in D2. Solicitations for D3I2 are due February 27, 2024 and the ordering period is expected to begin in February 2025.
D3I2 D2 to Support USASMDC Missions
The mission of USASMDC is to develop and provide current and future global space, missile defense, and high altitude (HA) capabilities to the Army, joint forces, allies, and partners to enable multi-domain combat effects; enhance deterrence, assurance, and detection of strategic attacks; and to protect the Nation. USASMDC also serves as the Army operational integrator for global missile defense and conducts mission-related R&D in support of Army strategic, operational, and tactical missions.
The technical support areas (TSAs) under D3I2 D2 listed in the SOW include:
- Enhanced Warfighter Capabilities: Advanced technologies that have the potential to enhance current and future warfighting capabilities, address Army and Joint capability gaps, or provide a critical leap ahead of military advantage. This TSA also includes host platforms; detection devices; counter-improvised explosive devices (IED) technology; cyber; directed energy components; advanced component technology development for high energy lasers and high power microwave systems; electronic warfare, force enhancement areas (satellite communications); surveillance and reconnaissance; position, navigation, and timing; missile warning; weather, terrain, environmental monitoring; navigation warfare; HA; electronic effect; counter-electronics; advanced materials and techniques; and energy devices.
- Information Integration and Data Exploitation: Data and information systems; cloud computing; mission command (command and control); communications and computers; cybersecurity; data fusion, data integration, and data analysis and exploitation; big data analytics; operational analysis and assessments; artificial intelligence/machine learning; and quantum computing.
Recompete Dynamics of D3I Domain 2
The vehicle is a recompete of the 9-year Design, Development, Demonstration, and Integration (D3I) - Domain 2 vehicle which has had $568 million in potential awards (with $468 million obligated) to date across 27 contracts. The contract has been important for subcontractors with $147 million awarded to 153 contractors across 229 subcontracts, with subcontract money flowing to a mix of large and small businesses.
