Conti Federal Wins $110 Million MC-130J Hangar Contract at Davis-Monthan Air Force Base

Conti Federal Services LLC of Orlando, Florida, has received a $109.9 million firm-fixed-price contract from the U.S. Army Corps of Engineers’ Los Angeles District to build a two-bay aircraft hangar and aircraft maintenance unit at Davis-Monthan Air Force Base in Tucson, Arizona. The project also includes facilities for transient-aircraft support and airfield work to give aircraft access to the new hangar. The government estimates completion on April 17, 2029.

Davis-Monthan Hangar/Aircraft Maintenance Unit Details

Conti will construct the hangar with a concrete foundation and floor slab, a steel high-bay structure, a standing-seam metal roof, overhead cranes and motorized hangar doors. The project solicitation also calls for fire alarms, a suppression system and water-storage tanks. The attached maintenance unit will contain offices, tool and supply areas, shops, storage, locker and shower facilities, and other spaces used by maintenance personnel.

The work extends beyond the hangar. Conti will build a fleet-service terminal to replace a transient-alert function displaced by construction, as well as covered storage for the mobility barn and maintenance squadron. New airfield pavement will connect the hangar to the apron, with associated markings, lighting and drainage. The project also includes a 500-kilowatt generator for the maintenance operations center, utilities and communications connections, and demolition of two existing buildings totaling 4,732 square meters.

The procurement uses a design-bid-build approach. During the solicitation, the Corps extended the construction performance period to 910 calendar days from the notice to proceed, replacing the 730 days shown in the earlier draft request for proposals.

MC-130J Basing Background

Air Force military construction planning documents identify the project as an MC-130J hangar and aircraft maintenance unit. The Air Force had previously identified Davis-Monthan for a special-operations wing, with an earlier plan calling for MC-130J units at the base. The construction budget estimated the facility at $125 million and projected completion in June 2028; the contract award carries a later estimated completion date.

The MC-130J Commando II supports special-operations infiltration, exfiltration and resupply, and can refuel helicopters and tiltrotors, according to an Air Force Special Operations Command fact sheet. The command accepted its final production MC-130J in January 2025, placing the Davis-Monthan construction in the context of basing and maintaining the existing fleet.

Award and Contractor Background

The Corps solicited bids online and received two. The competition was open to businesses of all sizes, and the solicitation called for a best-value evaluation of technical and price proposals. Conti’s HigherGov profile lists other military aviation construction work, including a two-bay B-21 phase-maintenance hangar and apron at Ellsworth Air Force Base with a potential value of $281.4 million and a helicopter operations and aircraft maintenance complex at F.E. Warren Air Force Base with a potential value of $151.3 million. Those projects involve comparable hangar or maintenance facilities and supporting airfield infrastructure.
