Benaka Joins $90 Million Army Corps Small Business Construction Contract Pool

Benaka Inc. of New Brunswick, New Jersey, has been awarded a place in the U.S. Army Corps of Engineers’ Small Business Construction Multiple Award Task Order Contract pool as an additional contractor. The firm-fixed-price, indefinite-delivery/indefinite-quantity vehicle covers design-build construction services, including new construction and renovations, at locations assigned through individual orders. The pool has a shared ceiling of up to $90 million, rather than a $90 million commitment to Benaka. The procurement was set aside for small businesses, and the award notice gives an estimated completion date of Aug. 10, 2031.

Small Business Construction MATOC Details

Benaka will be eligible to receive firm-fixed-price orders for construction projects across the Corps’ New England District and the wider North Atlantic Division area of responsibility. The construction solicitation covers new construction, renovation and design-build work. Each order will establish its own project scope, site and price; the district anticipated orders generally ranging from $500,000 to $10 million, while allowing projects outside that range.

A sample project specification included with the solicitation illustrates the type of facility work the pool could address, but it is not an order awarded to Benaka. It describes a roughly 2,396-square-foot renovation of a data center in Building 1 at the U.S. Army Soldier Systems Center in Natick, Massachusetts. The example calls for expanding an administrative area, demolishing part of the data center, installing a mechanical room and altering several existing rooms.

That sample also shows how work at an operating facility may need to be sequenced: its NEC Data Room must remain enclosed and secure during construction. The specifications call for asbestos abatement involving wall panels, floor tiles and pipe insulation, alongside changes to building systems such as heating and air conditioning, electrical distribution, telecommunications cabling and fire protection. Those requirements describe the sample project, not a confirmed assignment under Benaka’s new award.

Award and Contractor Background

The Corps received nine bids for the competition and added Benaka to a previously awarded pool. The solicitation document, issued in December 2025, described a five-year ordering period and a shared $90 million capacity for the pool. The award notice says work locations and funding will be determined with each order.

Benaka has performed related work for the district before. A Corps roster dated June 2024 listed the company on an earlier small-construction design-build pool with a shared $90 million ceiling and a May 2026 expiration date. Under that vehicle, Benaka received an order to repair the fuel cell hangar at Barnes Air National Guard Base in Westfield, Massachusetts, with a potential value of $8.2 million and a potential performance end date in May 2025.
