AR6-White Wins $123 Million Freer Border Patrol Station Contract

AR6-White Construction JV LLC of New Braunfels, Texas, has won a firm-fixed-price U.S. Army Corps of Engineers contract to design and build a new U.S. Border Patrol station near Freer, Texas, for Customs and Border Protection’s Laredo Sector. The contract has a total cumulative face value of $123.3 million. The approximately 30-acre complex will bring together space for 125 agents, detainee processing and holding, communications, and vehicle and field support. Work is scheduled for completion by Oct. 11, 2028, according to the award notice.

Freer Border Patrol Station Details

AR6-White will design and construct a main station with administrative and training space, a command-and-control suite, detainee processing and holding areas, and storage for agents’ gear and arms. The updated statement of work calls for a building sized for 125 agents and a site layout that preserves room beside the main building for future expansion.

The complex, west of Freer along State Highway 59, will also include a 100-foot communications tower with infrared surveillance cameras, a short-stay kennel for eight dogs, an impound lot, and parking for 238 vehicles. Vehicle-support facilities include two above-ground fuel tanks with a combined 24,000-gallon capacity, a two-bay wash facility, and a maintenance building with two vehicle bays, an all-terrain vehicle bay, and a canopy for 10 ATVs.

AR6-White will prepare the site and install supporting infrastructure, including utilities, storm drainage, security fencing and gates, exterior lighting, and fire-protection and alarm systems. The statement of work calls for commissioning and functional testing of building systems before handover. Border Patrol’s design criteria anticipate at least 50 years of use for the facilities and site infrastructure with routine maintenance and repair.

Award and Contractor Background

The Corps’ Fort Worth District received 12 bids for the project. The two-phase design-build solicitation provided for an initial evaluation of past performance and technical approach, followed by detailed design, schedule and price proposals from selected firms. The award notice lists $115.6 million for the contract action and $123.3 million as its total cumulative face value.

The Freer station appeared in DHS planning before this construction award. A 2024 DHS budget document listed $12 million for Phase I design and contract documents for the facility. That budget entry described planning funding, rather than an earlier construction contract.
