Aptim Wins $10 Million Navy Contract for Diego Garcia Fuel Piping Repairs

Aptim Federal Services LLC of Baton Rouge, Louisiana, has received a $10.1 million firm-fixed-price Navy contract to inspect, engineer, repair, test and apply protective coatings to under-pier lateral fuel piping at Defense Fuel Support Point Diego Garcia in the British Indian Ocean Territory. The Naval Facilities Engineering and Expeditionary Warfare Center in Port Hueneme, California, awarded the contract, with work expected to be complete by August 2027.

Diego Garcia Fuel Piping Details

Aptim will work on the lateral piping systems beneath the pier, combining inspection and engineering with physical repairs. The award also calls for testing the piping and applying protective coatings. Its stated scope is the under-pier piping at the fuel support point, rather than a general renovation of the installation’s fuel storage facilities.

The waterfront location places the work within Diego Garcia’s fuel-transfer infrastructure. A Navy record of a September 2024 port visit documents fuel and supply replenishment by USS John S. McCain at Diego Garcia, illustrating the installation’s continuing role as a replenishment stop.

Award and Contractor Background

The Navy awarded the Diego Garcia contract without competition, citing an urgency-based exception. Aptim has performed other Navy fuel-infrastructure work, including an $11.7 million Red Hill piping-repair contract with a potential performance end in October 2023.

Aptim was also selected as one of 10 awardees for the Navy’s newer Global Petroleum, Oil and Lubricants multiple-award construction program, which has a $997 million ceiling shared across all awardees. The program’s statement of work covers worldwide inspection, testing, design and primarily maintenance-and-repair construction for fuel tanks, pipelines and related equipment. That program’s solicitation identifies a preceding contract vehicle, awarded in February 2020, with an $880 million ceiling for similar services.
