Alexandra Construction Inc. of Newton Upper Falls, Massachusetts, has been awarded a firm-fixed-price contract to build an Aeromedical Evacuation Squadron training facility for the 315th Airlift Wing at Joint Base Charleston, South Carolina. The U.S. Army Corps of Engineers’ Louisville District awarded the construction work, which has a total cumulative face value of $21.973 million. The government expects the building to be completed by Dec. 21, 2029.

Aeromedical Evacuation Squadron Training Facility Details

The construction solicitation calls for a 23,701-square-foot facility with classrooms, training rooms and an auditorium. It also describes an open administrative area, private offices, a conference room, a teaming area, a break room, a lactation room and restrooms with lockers. The project follows a design-bid-build approach, meaning Alexandra will construct the facility to the project plans and specifications.

Alexandra will build the structure on deep pile foundations with a concrete slab, reinforced masonry walls, structural steel, brick veneer and a standing-seam metal roof. The work also includes an elevator, access and parking areas, sidewalks, landscaping and stormwater management. Water, sewer, electrical and telecommunications connections are among the supporting utilities covered by the project.

The project specifications cover interior and exterior lighting, telecommunications cabling, fire detection and protection, and a mass-notification system. They also require seismic supports for electrical components, including transformers, lighting and distribution systems. Before turnover, Alexandra will provide operation and maintenance documentation and training on building systems.

Award and Contractor Background

The Corps received five bids for the project. Its July 2026 project notice described a construction period of 1,150 calendar days from the administrative notice to proceed. The $21.973 million cumulative face value is below the $25 million lower bound of the construction-magnitude range stated in the solicitation.

Alexandra Construction has also held an Air Force contract to repair and expand an aircraft hangar at another installation. That work had a potential value of $25.9 million, with performance scheduled through May 2026.
