Advon Corp. of Tallahassee, Florida, has received a $22.3 million firm-fixed-price contract from the U.S. Army Corps of Engineers’ Savannah District to construct a new air traffic control tower at Robins Air Force Base, Georgia. The project includes spaces for controllers, training and base operations, along with power, communications and other supporting infrastructure. The acquisition was set aside for small businesses. The Army estimates completion by Oct. 5, 2029; the solicitation specifies a 900-calendar-day performance period after the notice to proceed.

Robins Air Traffic Control Tower and Base Ops Details

Advon will build the tower on reinforced-concrete foundations, with a load-bearing masonry ground floor and a structural-steel tower frame. The project scope calls for a control cab, controller offices, training and briefing space, a simulator room, an elevator and rooms for mechanical, electrical and communications equipment.

The facility will include a 750-kilowatt backup generator, heating and air conditioning, fire protection, lightning protection and communications systems. The technical specifications also cover telecommunications cabling, an intercom, electronic security, and fire alarm and mass-notification systems. Cybersecurity requirements apply to the facility’s heating, ventilation, air conditioning and lighting controls.

Beyond the building, the bid documents call for site clearing, grading, drainage, utilities and paving, as well as the generator’s associated switches and electrical infrastructure. They also include excavation, testing and disposal of soil containing fuel or fuel derivatives. The Air Force’s military-construction justification describes the new 1,279-square-meter tower as a replacement for the 441-square-meter Building 37.

Award and Contractor Background

The Corps issued the invitation for bids in June 2026 and received five bids for the small-business competition. The Air Force’s project justification had requested $28 million for the tower project; that budget figure is distinct from Advon’s $22.3 million construction award.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under W912HN27CA003 after the contract is formally disclosed by the government.
