$99M ACTS II Navy Training Sources Sought Released

The Naval Air Warfare Center Training Systems Division (NAWCTSD) has released a Sources Sought seeking potential sources to support the Advanced Computer-Based Training Systems (ACTS) portfolio. NAWCTSD is anticipating a single award 5-year IDIQ worth approximately $99 million. The ultimate solicitation will be a recompete of the ongoing IDIQ N6134020D0008 held by the Dignitas Technologies JV.  The solicitation targets small businesses under the NAICS code 541330 with a Set-Aside for Small Business (SBA) and is available here: N61340-24-R-XXXX.

The current IDIQ held by Dignitas Technologies JV, a JV between Dignitas Technologies and Pro-Active Technologies, has received $34.4 million across 22 task orders against a disclosed $99 million ceiling.  The IDIQ is also similar to the $49 million Surface Curriculum Modernization IDIQ held by Dignitas Technologies.  The prior iteration of ACTS received 4 bids, and we anticipate a similar number of bids for this solicitation based on other recent awards.  Likely bidders can be explored in our Partner Finder tool here (requires sign-in).

The work under the ACTS II is expected to encompass a broad range of tasks to enhance the Navy's training systems. NAWCTSD is moving towards modernized, on-demand, Fleet-responsive training systems that reuse common models and technological approaches. This holistic contract vehicle will produce training solutions for various NAWCTSD customers on common hardware configurations. Future expansions include support for Submarine A-School trainers and efforts under the Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB) Ready Relevant Learning (RRL) MRTS 3D Afloat.

Deliverables under the new contract are expected to include:

  • Provide updates/patches to MRTS 3D training sites
  • Acquire cybersecurity artifacts from MRTS 3D training sites
  • Draft/modify/maintain a 3D computer model/ game scene development guide
  • Draft/modify/maintain the software development guides & human-machine interface (HMI) standards
  • Develop/maintain software architecture, networking, and the instructor operating station (IOS) standards
  • Develop/maintain the software development kit (SDK) for use by other developers and
  • Develop/modify Curriculum products

Responses to the Sources Sought are due by May 2024.   The solicitation is expected in Q3 FY24 with an award anticipated for Q2 FY25 in line with the end of the existing contract.
