8 Companies Awarded $235 Million Army Corps North Region Repair and Construction Contracts

The U.S. Army Corps of Engineers’ Mobile District selected eight contractors for a North Region pool that will compete for general repair and construction orders: EMR, Healtheon, Howard W. Pence, Roundhouse-MV JV, Southeast Cherokee Construction, Southeastern Industrial Barlovento JV-2, Speegle Construction and WEB. The firm-fixed-price contracting pool has a cumulative potential value of $235 million, with individual work locations and funding determined by each order. The estimated completion date is July 11, 2029.

North Region General Repair and Construction Details

The awards establish a pool for individual projects rather than assigning all eight firms to one construction site. Each contractor can compete for orders as the Mobile District identifies repair and construction needs. The district’s later North Region acquisition planning document describes the broader regional workload as design, repair and construction of military facilities and their systems across northern Alabama, Tennessee and Mississippi. That document concerns a separate procurement, not the terms of these awards.

Orders issued under the awarded contracts show the range of work reaching the pool. EMR received an order valued at up to $7.8 million to construct a ship simulator facility at the Engineer Research and Development Center in Vicksburg, Mississippi. Southeast Cherokee received an order valued at up to $5.3 million for a controls, electronics and integration laboratory at Redstone Arsenal, Alabama, including the building, utilities and supporting systems.

Other orders address existing infrastructure. Healtheon received a $4.8 million order to design and construct restricted water-distribution system repairs at Anniston Army Depot, while Southeastern Industrial Barlovento JV-2 received an order valued at up to $5 million for sewer repairs there. The examples illustrate why the value and location of work performed by each firm depend on subsequent orders, rather than the pool award alone.

Award and Contractor Background

The Mobile District received 47 bids for the eight awards. The government notice also listed a $35 million contract amount; its stated cumulative face value for the pool is $235 million. Those figures describe the contracting vehicle, while the value of work assigned to each company is set through orders.

Several awardees had already performed Mobile District facility work under other contracts. Speegle, for example, received an order valued at up to $21.7 million for a small-arms demilitarization project at Anniston Army Depot. Healtheon received an order valued at up to $16.1 million for barracks repairs. Those projects provide examples of the contractors’ district work without establishing that the earlier contracts preceded the North Region pool.
