7 Small Businesses Win $400 Million Army Corps Construction Contract

The U.S. Army Corps of Engineers’ Savannah District has selected seven small businesses for a firm-fixed-price construction contract with a shared ceiling of up to $400 million: Bates Engineers/Contractors Inc., GMHILL-Native Solutions JV LLC, Ahtna Environmental Inc., Howard W. Pence Inc., Red Eagle 3 JV, Tepa Construction Solutions LLC and Valiant Construction LLC. The companies will compete for orders to build, renovate, maintain and repair facilities and related infrastructure, primarily in Georgia and North Carolina. The multiple-award contract is a 100% small-business set-aside, with an estimated completion date of Sept. 30, 2031. The $400 million ceiling is shared across the seven contractors, rather than awarded to each company.
Savannah District General Construction Contract Details
Under the contract solicitation, the district expects to issue military-funded construction and sustainment, restoration and modernization orders generally valued between $7 million and $30 million. Projects may use design-build or design-bid-build delivery. The work can encompass new facilities as well as renovations and repairs to existing buildings, including architectural finishes, structural systems, roofing, electrical distribution, heating and cooling, plumbing, fire protection and communications.
The construction specifications describe potential work at facilities such as barracks, training buildings, medical and administrative spaces, vehicle and aircraft maintenance facilities, and access-control sites. Orders may also cover roads, parking areas, airfield pavements, drainage and stormwater systems. For an assigned project, a contractor may need to survey existing conditions, review drawings and maintenance records, then carry out construction and any required equipment startup, testing and training. The specifications also permit incidental remediation of lead, asbestos or mold when needed to complete facility work.
The contract brings projects at multiple sites under one ordering vehicle. Individual orders will establish the work location, scope, schedule and funding, and the seven awardees will compete for each order, according to the award notice. The Savannah District says its Construction Division manages military construction at 11 Army and Air Force installations in Georgia and North Carolina; the new award does not assign work to particular installations.
Award and Contractor Background
The district received 22 bids for the procurement. Its October 2025 solicitation called for a two-phase, best-value selection and targeted eight contract holders; seven were named in the award notice. The district will determine spending as it places orders rather than through the award of the shared contract ceiling.
Two of the selected firms have documented Savannah District facility projects. Howard W. Pence’s barracks repair work at Fort Bragg, North Carolina, had a potential value of $36.2 million and a listed performance end in October 2023. Tepa’s contract to repair and renovate Olsen Hall at Fort Moore, Georgia, has a potential value of $49.5 million and a listed performance end in January 2027. Those projects illustrate the installation-building work within the district’s portfolio; orders under the new contract will be competed among all seven awardees.
