The Navy has awarded seven companies places on a Business Management Support Services (BMSS) contract to assist the Deputy Chief of Naval Operations for Personnel, Manpower and Training and subordinate commands. The awardees are Booz Allen Hamilton, Serco, 22nd Century Technologies, CACI Federal, Guidehouse, Ignite Digital Federal Services and Systems Planning and Analytics. The contracts have a combined potential value of up to $827.9 million. Work is expected to begin in September 2026, with the ordering period potentially running through September 2035. The companies will compete for task orders rather than receive an assigned share of the work at award.
Business Management Support Services Details
The contractors will support the Navy’s personnel, manpower and training leadership with program and policy development, execution, budgeting, analysis and justification. The Navy’s contract award synopsis describes work for the deputy chief’s office and subordinate commands, with specific assignments to be established through task orders. Those orders may be firm-fixed-price or cost-plus-fixed-fee.
The supported organization’s responsibilities extend beyond headquarters administration. The Navy’s budget materials describe personnel-enterprise work involving manpower requirements, recruiting accessions, training, assignments, career development and personnel administration. The BMSS award supplies business-management support for planning and analyzing that work; the award documents do not identify a particular technology system for the contractors to deliver.
Services may be performed at government and contractor facilities across several geographic areas. The locations and amount of work assigned to each company will depend on future task-order competitions, according to the award synopsis.
Award and Contractor Background
The Navy selected seven companies after receiving 20 offers in an unrestricted competition. Naval Supply Systems Command Fleet Logistics Center Norfolk is the contracting activity. The contracts run concurrently, and the Navy plans to compete task-order requirements among their holders.
Several awardees have held Navy orders related to the personnel enterprise. Serco has a Navy Recruiting Command business-management support order with a potential value of $26 million and a performance end date in November 2026. CACI Federal’s earlier BMSS order supporting a Navy personnel office had a potential value of $2.7 million and a performance end date in April 2025. Those orders provide relevant experience, while work under the new contracts remains subject to task-order awards.
