7 Companies Awarded $25 Million Malmstrom Air Force Base Construction Contract

The U.S. Air Force has awarded seven small businesses places on a horizontal construction contract for Malmstrom Air Force Base, Montana: Copper Creek, HH Apex JV, James Talcott Construction, Kahua Goodfellow Joint Venture, Souza Construction, United Materials of Great Falls and Wadsworth Builders. The firm-fixed-price, multiple-award arrangement has a $25 million aggregate ceiling—not a separate $25 million allocation for each company—and covers construction, renovation, repair, maintenance and demolition of infrastructure serving the base and its missile facilities. The small-business set-aside contracts are expected to run through Sept. 29, 2033, according to the award notice.

Horizontal Construction Multiple Award Contract Details

The contractors will compete for individual projects as Malmstrom’s construction needs arise. The contract ordering guide describes heavy civil work on transportation infrastructure, site development, and utility and energy systems, including water, sewer, natural gas, electrical and communications systems. Projects may involve building, repairing, altering or demolishing those assets. Individual orders are generally expected to range from $2,000 to $5 million.

The solicitation identifies repair of Malmstrom’s north and south base water system as the planned initial project. Under the project specifications, the contractor selected for that work would replace water mains, valves, fittings, fire hydrants and meters. The job also calls for restoring surfaces disturbed by the work, including asphalt, concrete driveways, curbs, gutters and sod. The specifications allot 180 days after notice to proceed for the principal work; the award notice does not identify which of the seven contractors will perform it.

Water-system construction must be carried out while government facilities and utilities remain in use. The specifications call for temporary water supply and traffic control where needed, as well as as-built drawings recording the installed infrastructure and changes from the original plans. The earlier planning notice described the broader area the contract was intended to serve as including Malmstrom’s weapons storage area and missile alert and launch facilities across Montana.

Award and Contractor Background

The 341st Contracting Squadron received 11 offers for the seven awards. Contractors will generally compete again for individual orders, with each project’s requirements and evaluation criteria set separately, according to the ordering guide. In a 2020 Air Force account, Malmstrom described using a multiple-award construction vehicle to manage work on the base and across its 13,800-square-mile missile complex.

Two of the new awardees have documented Malmstrom task-order work under an earlier multiple-award vehicle. James Talcott Construction received a roughly $1.23 million order to install approximately 3,800 feet of gas main and replace related equipment, with performance scheduled through October 2025. United Materials of Great Falls held a roughly $565,000 order for construction and repair of roadways, parking surfaces, sidewalks and airfield pavement, with performance scheduled through November 2025. Those projects illustrate the utility and surface work covered by the new contract.
