6 Firms Awarded $20 Million Army Corps Architect-Engineer Services Contract

The U.S. Army Corps of Engineers’ New York District has selected Jacobs Government Services, AECOM-HDR Design Partners JV, Burns & McDonnell Engineering, Mason & Hanger-Tetra Tech JV, Merrick-RS&H JV and WSP-EwingCole JV for a multiple-award contract for general architect-engineer services. The six firms will compete for orders supporting military construction, facility sustainment, restoration and modernization, and other construction programs. The award notice gives the firm-fixed-price contract a shared value of up to $20 million and an estimated completion date of Sept. 28, 2031. Work locations will be determined with each order.

General Architect-Engineering Services Contract Details

Under the architect-engineering solicitation, the selected firms can provide planning and design for new facilities and renovations, including hangars, maintenance and training buildings, aviation facilities, barracks, laboratories and administrative space. The scope also covers runways and taxiways, aircraft fueling facilities, roads, utilities and central plants. The district described larger or more complex assignments as typically involving construction projects costing about $10 million or more; the firms’ specific work will depend on the orders they receive.

For building renovations, an assigned firm could design interior reconfigurations and upgrades to structural systems, roofs, building envelopes, life-safety features and energy performance. Its engineering work may address heating and ventilation, electrical and plumbing systems, fire suppression and alarms, telecommunications, access controls and cybersecurity. The solicitation also calls for antiterrorism and force-protection design and, where needed, designs for specialized secure spaces.

Assignments can run from initial investigations through construction support. The firms may conduct topographic and geotechnical surveys, environmental investigations and design charrettes, then prepare studies, cost estimates, building-information models, specifications and final construction documents. Work may also include environmental review, historic-preservation consultation and permit applications. During construction, an assigned designer may review submittals, resolve design questions, visit sites and assist with commissioning and performance tests.

Award and Contractor Background

The district received 23 responses to the competition. Its solicitation said firms would be assessed on relevant design experience and professional qualifications, among other factors, and that each order would be competed among the selected firms. The solicitation described a planned shared capacity of $200 million, while the subsequent award notice states a $20 million contract value; the award notice’s figure is the value reported for these awards.

The New York District has used a similar ordering approach before. In September 2021, it awarded a $32 million general architect-engineer services contract under which three firms competed for orders, with an estimated completion date in September 2026. That earlier award illustrates the district’s use of multiple firms for project-specific design work.

Two of the newly selected firms also have documented New York District assignments that illustrate the range of work covered by the new contract. Jacobs holds a seawall assessment and restoration order at the U.S. Merchant Marine Academy valued at up to $1.5 million. Burns & McDonnell has a design contract for the Advanced Research Center at Picatinny Arsenal valued at up to $8.6 million, covering site investigation, facility design and construction-phase services.
