Work to be Completed Under the Geotechnical Architect and Engineering Services Contract

Affinis Freese and Nichols JV received contract W9128F-26-D-A033, Athena Engineering & Environmental received W9128F-26-D-A034, and RJH Consultants received W9128F-26-D-A035. All three firms will compete for each order issued under the contract arrangement.
The Corps will define the location, scope, and funding for the work through individual orders. This structure allows the Omaha District to obtain geotechnical architecture and engineering support as project requirements arise rather than assigning the entire contract capacity at the outset.
Geotechnical architecture and engineering services generally support the evaluation of soil, rock, foundations, and other subsurface conditions affecting the design, construction, maintenance, or rehabilitation of infrastructure. The precise services required under these awards will be established in each task order.
The contracts have an estimated completion date of July 31, 2031. The procurement was competed online, and the Corps received six bids before selecting the three awardees.
Companies Selected for the Geotechnical Services Awards
The awardees are Affinis Freese and Nichols JV of Overland Park, Kansas; Athena Engineering & Environmental of Goodlettsville, Tennessee; and RJH Consultants of Englewood, Colorado. The award notice identifies each company as a small business.
HigherGov records show related federal engineering work by the awardees. Athena has performed assignments including a watershed plan and environmental document for irrigation channels in Puerto Rico and the Johnson County Phase 1 FWEEP project. RJH’s previous Omaha District work includes Council Bluffs levee rehabilitation engineering services and levee safety inspection services.
This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov once disclosed by the government in approximately 90 days under W9128F26DA033, W9128F26DA034, W9128F26DA035 after the contract is formally disclosed by the government.
