3 Companies Win $16 Million DLA Wood Products Logistics Contracts

Sylvan Forest Products Inc. of Portland, Oregon; S&S Forest Products LLC of Boerne, Texas; and Forest Products Distributors Inc. of Rapid City, South Dakota, will share Defense Logistics Agency Troop Support contracts for lumber, millwork and plywood under its Wood Products Tailored Logistics Support Program West Region. The firm-fixed-price contracts carry a combined estimated value of $15.8 million; the acquisition notice sets a collective ordering ceiling of up to $49.8 million over a potential five-year term. The current ordering period runs through Oct. 7, 2028. The procurement was set aside for small businesses and will serve Army, Navy, Marine Corps, Air Force and Coast Guard customers.
Wood Products Tailored Logistics Support Program Details
The three companies will make roughly 1,200 lumber-related items available for DLA orders, spanning softwood and hardwood lumber, plywood and veneer, treated wood, millwork, poles and railroad ties. The West Region price evaluation list illustrates the range: it includes dimensional lumber, white oak, fire-retardant scaffold planks and plywood, and construction-grade plywood sheathing. Estimated annual demand for one listed softwood lumber size is 467,917 board feet; the listed demand for half-inch plywood sheathing is 14,060 sheets. Those figures are estimates for individual products, not guaranteed orders.
Under the solicitation, the contractors will fill orders across 11 western states, as well as support deliveries associated with Hawaii, Alaska, Guam, Japan and Korea. Depending on the destination and order, that work can involve delivery to a receiving point or preparation of freight at its source for onward transportation. The acquisition notice’s delivery schedule calls for routine delivery of lumber and plywood within 14 days and urgent delivery within seven days; longer schedules apply to products such as poles and fire-retardant items.
The acquisition also addresses demand surges. DLA assessed suppliers’ ability to increase quantities and sustain deliveries during a contingency, including their reliance on inventory, production or outside suppliers. Award and Contractor Background
DLA received seven responses to the competition. The acquisition notice says the three awardees will compete for West Region requirements through individual delivery orders, with requirements competed weekly. A waiver associated with the small-business set-aside permits a qualifying small-business supplier to furnish products made by a larger manufacturer.
All three companies also received a share of a West Region wood-products award announced in May 2016. That earlier award had a $46 million maximum value, was shared among four suppliers and drew six responses. The newly announced contracts retain a multiple-supplier approach, with seven responses and three awardees.
