Naval Facilities Engineering Systems Command (NAVFAC) Southwest has increased the combined ceiling of a 14-company construction contract by $99 million, bringing its total potential value to $3.043 billion. The contractors—Balfour Beatty Construction, B.L. Harbert International, Clark Construction Group–California, ECC Infrastructure, Harper Construction, Heffler Contracting Group, The Korte Co., M.A. Mortenson Construction, R. A. Burch Construction, RQ Construction, Sundt Construction, Walsh Federal, Webcor Builders and Whiting-Turner Contracting—can receive orders for new construction, renovation and repair of commercial and institutional facilities across the region. Work under the contract is expected to be completed by November 2026.
Commercial and Institutional Construction Contract Details
The multiple-award contract gives NAVFAC Southwest a pool of builders for projects at government installations rather than assigning the companies a single construction job. Its scope covers facilities used for aviation, administration, communications, vehicle maintenance, housing, dining, health care, storage and education, as well as fire stations and parking garages. An NAVFAC Southwest contract roster describes the vehicle as supporting both design-build and design-bid-build work.
Construction will take place primarily in California, which accounts for 87% of the work identified in the award notice. The remainder is distributed across Arizona, Nevada, Utah, Colorado and New Mexico. Individual task orders will establish the work and funding for particular projects; the $99 million increase expands the amount NAVFAC can order across the contract but did not obligate money when it was awarded.
Award and Contractor Background
NAVFAC’s contract roster dates the vehicle’s original award to November 30, 2020, and lists an initial combined ceiling of $2.5 billion. The government’s award notice says the contract was competitively procured and drew 28 offers. A January 2026 NAVFAC workload projection listed the commercial and institutional contract at $3 billion in capacity, with $719 million available at that time.
Orders issued under the same contract vehicle show the range of facilities the contractor pool has handled. They include a recruit mess hall replacement at Marine Corps Recruit Depot San Diego awarded to Balfour Beatty Construction with a potential value of $96 million, a $177.4 million F-35C aircraft maintenance hangar at Naval Air Station Lemoore awarded to Clark Construction Group–California, and a $40.9 million child development center at Camp Pendleton awarded to R. A. Burch Construction.
NAVFAC Southwest has also issued a separate small-business set-aside solicitation for commercial and institutional construction across the same six-state region. Its solicitation documents describe a proposed $750 million combined ceiling and an estimated task-order range of $5 million to $35 million.
