11 Companies Win $975 Million NAVFAC General Construction Contracts

Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic has awarded 11 companies firm-fixed-price, multiple-award contracts for general construction services worth up to $975 million combined. The contractors are Haskell; Walsh Federal; Whiting-Turner Contracting Co.; Environmental Chemical Corp.; BL Harbert International; RQ Construction; Sauer Construction; Caddell Construction; W.M. Jordan; Harkins Builders; and Consigli Construction. Work will primarily take place across Marine Corps Installations East, with additional projects possible elsewhere in NAVFAC Mid-Atlantic’s area of responsibility. The contracts are expected to run through September 2031. NAVFAC also awarded Sauer the first task order, valued at $22.9 million, to build a Special Operations Forces armory at Marine Corps Base Camp Lejeune, North Carolina.

NAVFAC Mid-Atlantic General Construction Contract Details

The 11 companies will compete for construction task orders under the contracts. NAVFAC identified general construction as the contract scope and Marine Corps Installations East as the primary work area; individual task orders will define the facilities and work to be delivered. Sauer’s initial order calls for construction of a new armory at Camp Lejeune.

A Defense Department budget justification for a Camp Lejeune Special Operations Forces armory describes a planned 35,800-square-foot facility for Marine Forces Special Operations Command. The document says the existing Stone Bay armory was designed for a conventional Marine infantry battalion and lacks sufficient space for special-operations weapons and equipment. It describes the planned project as including utilities, roads, parking and site improvements, as well as force-protection and facility-control-system cybersecurity measures. The award notice identifies Sauer’s task order as armory construction but does not detail its work to that level.

Award and Contractor Background

NAVFAC received 15 proposals for the multiple-award procurement. The $975 million ceiling applies to all 11 contracts together, rather than to each company. Sauer’s $22.9 million armory order was awarded at the outset; the other 10 contractors each received a $5,000 minimum contract guarantee.

NAVFAC has used a similar approach in the same installation area before. It awarded nine general-construction contracts for Marine Corps Installations East in 2021, then raised their combined ceiling by $75 million to $324 million in September 2023. Sauer has also performed construction work at Camp Lejeune under a task order for a Coast Guard complex with a potential value of $59.2 million.
