Investment ID: 024-000003029

Overview

Program Title
USCIS - Verification Modernization (VER)
Description
The program supports both the E-Verify and SAVE programs. E-Verify is a web-based system that allows enrolled employers to confirm the eligibility of their employees to work in the United States. E-Verify employers verify the identity and employment eligibility of newly hired employees by electronically matching information provided by employees on the Form I-9, against records available to the Social Security Administration (SSA) and the Department of Homeland Security (DHS). E-Verify, is available in all 50 states, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, and Commonwealth of Northern Mariana Islands, and is currently the best means to electronically confirm employment eligibility. SAVE provides verification services to agencies. Only federal, state and local benefit-granting agencies may register to use SAVE. The agency must be authorized by law to engage in an activity or provide a benefit for which immigration status verification is required.

Investment Detail

This investment will recover a majority of the acquisition costs both by significantly reducing operations and maintenance costs over the system lifecycle and by enabling the system to efficiently address the anticipated greater than 175% increase in verification workload expected over the planning horizon. VER MOD will achieve these objectives by: Optimizing the effectiveness of VER operational staff using VIS and associated systems for verifications; by minimizing the need for additional staff to address anticipated verification workload growth; and by increasing system capacity in order to address expected verification workload growth. - Expand System Capacity: System capacity will be expanded to address over 80 million queries per year and 200 thousand MOUs expected by 2027. - Streamline and Reengineer Business Processes: Streamlined and reengineered verification business processes will increase the accuracy and efficiency of manual verification processes. - Improve Stability and Reliability of Verification Services: Employers and benefits agencies will gain a more stable system. Increased uptime will allow employers more consistent access to the systems.
