The Human Capital Portfolio consist of multiple programs including Military HR and Payroll, CAC/Credential, Education/Training, and Health/Safety systems. The total combined value of these programs ensure the long-term success of the Coast Guard by providing the ability to obtain, train, and retain a highly effective workforce. By managing/retaining a highly effective workforce the Coast Guard is able to meet the strategic objectives of the United States and provide essential services to the taxpayer. The total Human Capital Management investment has multiple values for returns on individual program investments based on the system or program associated and the associated Human Resource business process such as payroll, health and safety initiatives, and training. The combination of all aspects of the investment have an estimated combined ROI= 1.
