Investment Detail
The current UIDBMS hardware system met end-of-life in FY 2015. Preparing for the future, a CBA was initiated in November 2012 and completed in March 2013, and revisited and updated in May 2013. In FY 2015, the Office of Unemployment (OUI) Management made a decision to stay with the state distributed network. Decisions was based on the results of the pilot testing scheduled for June 14 through October 2014 and political factors dealing with the states Administrators and the SWAs that own the data. At the National Office, we procured 16 Virtual Machines (VMs) at the DCCI Control Center in Silver Spring, MD. This action was completed and implemented in FY 2016 and the associated Oracle Solaris licenses procurement on or about February 1, 2016.
The use of a unified data center was deemed too costly. Due to political factors dealing with the states Administrators and that the SWAs that own the data, which holds PII data; and the requirement to issue a SORN and the needed modification to the database AND applications suites, the cost and lack of time was a significant factor to continue, the AS IS (distributed network) vs. the consolidated network. We envision moving to a consolidation model in a year or more. Thus, there was no significant ROI change.
