Description
The Technology Infrastructure Modernization (TIM) Investment provides an integrated, end to end solution to manage identities, credentials, and assessment results for transportation workers and travelers, as well as providing more accurate and timely identification of terrorist threats. The Investment consists of multiple systems that are designed to process Security Threat Assessment(s) (STAs) of individuals who either have applied to fly TSA PreCheck or who work in a Maritime venue requiring a credential (TWIC) for access. Additionally, the TIM Investment provides biographic vetting of individuals for TSA supported vetting populations to assist in preventing terrorist attacks. The value to the public is recognized through the results of the STAs and preventing terrorist attacks on the United States.

The TIM Program supports eliminating redundant business practices and processes, TIM enables support for external stakeholders such as Maritime and Aviation transportation worker / traveler populations. The TIM Program is able to support processing the volume of Security Threat Assessments (STAs) required by TSA's TWIC and TSA PreCheck programs, which together have averaged over 272,000 applications per month which generates fee revenue for TSA. Without TIM both TWIC and Pre Check (fee bearing programs) could not process applicant data in a timely manner without TIM. A portion of the TIM Investment is supported by fees generated by these programs. As demonstrated by reporting on operational performance metrics 214428 (Operational Availability), TIM provides TSA internal benefits by enabling information sharing across TSA / DHS. Additionally, TIM reports on Operational Performance metrics 214427 (Enroll Once Detect Many...), and 214431 (Security Threat Assessment Response Time...). The TIM program is able to search and find applicants who have applied for multiple credentials or STAs to work in multiple transportation modes. This capability enables TSA to integrate enrollment information, which saves users time and money. TIM's STA process uses biometric and biographic information to perform automated immigration, criminal history, finger print, and terrorist watch list checks. The transportation worker must have an approved STA to start or continue work, or even to apply for a job within the US transportation infrastructure. Any significant delays impact the worker and may also impact commerce. From a qualitative perspective, the TIM Program has enabled TSA to facilitate the processing of STAs for its two largest vetting populations accounting for over 70% of their total supported vetting applicants. These populations could nothave been served by TSA within the processing time goals without the TIM Program.
