The Return on Investment (ROI) for the implementation of ACRT is 15%. The chosen alternative was the In-House Solution that comprised of two (2) components: a quantitative assessment and a qualitative assessment. For quantitative cost analysis, 2016 actual costs associated with operating the A-123 Program using the legacy solution, ADTS, as well as the expected costs of operating the A-123 Program using ACRT, including inflation rate of 2.2% were compared and calculated. As a result of this analysis, USDA is poised to save approximately $1.1 Mil per year and will recover the full ACRT implementation costs by 2021. For qualitative analysis, intangible benefits associated with the RSA Archer COTS environment such as the ability for single mass data import for the Business Process Scoping, real-time updates of Control Procedure Documentation, increase in the frequency for test control such as the Testing of Operating Effectiveness (TOE) and more, were also documented. The ACRT project provides maximum internal control and support to the USDA mission, and serves as the first line of defense in safeguarding public assets.
