SAMHSA - CSAP Program Evaluation, Effectiveness and Review Services (CSAP-PEERS)
Description
CSAP-PEERS will consist of evaluating up to five (5) CSAP grant programs. The evaluations developed by this contract will provide SAMHSA and the Department of Health and Human Services with important data to inform, track implementation progress and increase performance of within and across grant programs administered by CSAP.
This contract aligns with the SAMHSA Strategic Plan FY2019-2023 Objective 1.3 that focuses
on the Contractor conducting the following three types of evaluations for a select number of CSAP program cohorts.
1. Performance Monitoring: Examine and report on progress toward pre-established goals.
2. Process or Formative Evaluation: Assess effort and identify strengths, weaknesses and barriers.
3. Outcome or Impact Evaluation: Investigates whether program has achieved the desired outcome based on the program's intent.
