Investment Detail

The Reactor Licensing and Oversight investment provides: - Systems that implements the policy and inspection guidance for nuclear reactor facilities in the United States (operating and new reactors), assesses the effectiveness and uniformity of the NRC's implementation of those inspection programs, and tracks the licensure of power reactor operators in accordance with the Code of Federal Regulations. This investment includes the following applications: - Reactor Program System (RPS) - Licensing, Workload Management, and Inspections - A workload management tool to support reactor licensing, inspections, and oversight of power, nonpower and decommissioning reactors, fuel cycle facilities, and dry cask storage facilities. It is an application to plan, schedule, manage, record, and report on activities related to operating reactors and new reactor construction. - Electronic Request for Additional Information (eRAI) - A RPS module that enables the initiation, monitoring, tracking, and closure of requests for additional information (RAIs) from license applicants, their responses, and RAI status. - Construction Inspection Program Information Management System (CIPIMS) - An application to plan and track projects in the Construction Inspection program. (Scheduled for decommission in FY2024). - Verification of ITAAC Closure, Evaluation and Status (VOICES) - An application to verify, evaluate and track Inspections, Tests, Analysis, and Acceptance Criteria (ITAAC) closure request reviews to issue a Combined Operating License (COL) to a Licensee of a new nuclear power reactor when 100% of the ITAACs have been satisfied. (Scheduled for decommission in FY2024) - Case Management System (CMS) Modernization CMS tracks, manages, and reports on the receipt of allegations and, if applicable their associated investigation and enforcement reports (both allegations and enforcement). Both OE and OI will have the ability to share data and documents within the secure system. This system supports the OE Transformation Action Plan to enhance and streamline workflow processes. - Mission Analytics Portal - External (MAP-X) - A customer-facing portal that will allow licensees to initiate and status requests for agency action, respond to requests for additional information, receive notifications and decisions, and leverage technology to accomplish agency work more efficiently and transparently. Quantitative: The lifecycle cost of development of the Replacement RPS was approximately $16M over a period of 6 years and is now in O&M. The new RPS provides capabilities to carryout mission critical activities and meets the goals of NRC's strategic plan. It interfaces with CACS and MDMS to reduce time reporting burden and improve fee billing accuracy.
