Investment Detail
The data from PIMS is utilized for a host of different purposes including the DATE monitoring plan and the annual Report to Congress. The accuracy and validity of this data is essential to the success of the Perkins formula grant program. The collection and analysis of this data is required by legislation.
The previous data collection site has been modified and changed to adjust to legislative and regulatory requirements and had reached a point where additional modifications were too complex to manage and that a redesign would facilitate future anticipated modifications to data collection elements and guidance that would assist customers (member states) in providing required information without reporting unnecessary information. The anticipated savings in time for customers and ED staff in collecting and submitting data in addition to the additional analysis time required is expected to save over 5,000 man-hours. At $50 per hour (average employee costs), this anticipated to save approximately $250,000.
The new website would include built-in checks on data entry and provide additional tips and on-line help that would assist customers in the reporting process. This would reduce errors and facilitate verification and completeness of the information collected. This would ultimately save time of member states as well as save time of Education staff analysts. The upgraded analytical tools (customizable reports, built in data checks, etc.) is anticipated to save an additional 3,000 man-hours for a net employee cost savings of $150,000 in 2015 and 2016.
It should also be noted that because the PIMS investment shares their platform with two other website approximately $120,000 per year is saved on SA requirements.
