The Coal Fee Collection Management System (CFCMS) supports OSMRE's Fee Compliance Program. The Fee Compliance Program assures the coal mining industry's compliance with SMCRA requirement to report coal production and pay reclamation fees. The system tracks coal-producing permits, reclamation, audit and civil penalty fees. The Division of Financial Management manages the CFCMS. It was initiated in 2006.
