The OSEP Formula Grant Submission System, specifically the State Performance Plan/Annual Performance Report reporting tool (SPP/APR tool), benefits both ED and its grantees. The SPP/APR tool was developed and deployed using FY14 funds. The purpose of the SPP/APR tool is to provide an online platform for grantees to submit the statutorily-required SPP/APR. Some data in the SPP/APR is unique to this OMB-approved collection, while other data in the SPP/APR has been previously submitted to ED through other OMB-approved information collections such as EDFacts. OSEP uses its analysis of the SPP/APR to make annual determinations regarding the extent to which each grantee is meeting IDEA-requirements. Each grantees funding is tied to its annual determination. The SPP/APR process is a high-stakes process with high associated reporting burden. The ROI has also increased by partnering with NCES to leverage the Department's universal APR platform. This partnership reduces costs, improves data quality, improves user experience, and further reduces user burden.
