This investment provides strategy, planning, business analysis, and decision support services for DOI's IT portfolio, ensuring investments properly fulfill mission needs, while ensuring compliance with OMB's Federal Enterprise Architecture (FEA), and Congressional, OMB, and GAO directives. The program provides information, analysis and capabilities supporting IT Capital Planning and Investment Control (CPIC) and portfolio management processes. This activity supports capital planning duties for the Office of the Secretary within the overall Department-wide Capital Planning effort. The investment also provides governance oversight of the Foundation Cloud Hosting Contract, including performing analyses in support of the migration of applications; implementing recommendations; and standing up a formal Hosting Services Organization. It also includes contract support for Shared Services Data Center Optimization Initiative (DCOI) and Cloud programs.
