Description.GLAAS is an enterprise, end-to-end, web-based Acquisition and Assistance (A&A) system that standardizes, modernizes, and automates USAID's A&A functionality and business processes to fulfill the Agency's mission.

The GLAAS system automates USAID's Acquisition and Assistance processes. USAID as a whole has a significant volume of these transactions as part of its core mission, reaching over $17b in obligations in FY 2018. As a result, GLAAS provides a significant ROI due to its scope for the Agency. GLAAS Program operational ROI is estimated at 3.00 based on Gartner report annual savings observations for an electronic system as opposed to the manual 'paper-based' alternative. These savings estimates are based on: (1) savings for compliance to contract, reduction of non-contract buying, and reduction in error, (2) subsequent savings for consolidation of enterprise contracts, measurements of volumes of spending against similar contracts, and utilizing leverage for improved pricing or terms, and (3) subsequent process savings as a result of process improvement. Due to the USAID's unique acquisition profile, this ROI calculation only uses the USAID Washington offices Acquisition total, excluding Mission Acquisitions and all Assistance volume.
