International Cooperative Administrative Support Services (ICASS)

ICASS 4.0 is the principal means by which the U.S. Government provides and shares the cost of common administrative services at its diplomatic and consular posts overseas. ICASS 4.0 is a budgeting and cost distribution software system. The system is comprised of modules which support the budgeting processes used at the ICASS Service Center (ISC), State Service Providers (Post), Financial Service Centers (FSC used by CGFS/GFS), and Alternate Service Providers (ASP used by USAID). The system supports the policies and procedures to equitably distribute the costs of shared administrative services to all participating (customer) agencies in ICASS 4.0.
