The HR Links O&M covers the investment costs to support the on-going operations and maintenance for the approved Shared Services Provider s HR / T&A Shared Services that has been approved by OPM's HR Line of Business center.

Investment Detail
Based on the current costs to operate and maintain GSA systems, the projected modernization investments that would be required if we retained the current systems, and the costs to migrate to IBM, the program is anticipated to realize a return of the initial investment within 5 to 7 years of cutover to the new systems. Any efficiencies gained in the operational areas would improve the return.
While direct costs savings are important, the high value add to OHRM is the alignment of HR and Time and Attendance system capabilities to the Chief Human Capital Officer (CHCO) Council s shared service vision to drive efficiencies and quality by:
- Providing a shared common user experience across system components
- Improving employee engagement through the availability of self-service capabilities
- Improving the employee experience through the use of mobile accessible functions
- Ensuring all HR data is standardized and accessible by all HR systems
- Providing Role-based user access
- Providing complete & timely employee lifecycle data
- Increasing data access/availability
- Enhancing data quality and integrity by delivery of integrated HR platforms
The new HR and T&A systems will be part of the foundation for GSA s OHRM future state operating model that is currently being implemented. Capabilities such as Tier 0 employee and manager self-service, will greatly diminish the burden of transactional and administrative duties and allow OHRM to focus on strategic initiatives to support OHRM human capital goals. This will not only help efficiencies internally but also help OHRM enhance services to business partners and external clients.
The transition to the commercial system (known as HRLinks in GSA) will be complete in FY18. O&M will begin in May 2018. In BY19, the investment will become steady state.
