Description
GIS supports a variety of assets, projects, and people in providing mission-critical information storage and dissemination services. GIS funding provides the Department the capability to perform time-sensitive classified and unclassified records research/retrieval for various legislative and congressional directives. Additionally, GIS funds a wide array of Departmental business operations such as provisioning infrastructure and application support.

Investment Detail
1. COSTLY LITIGATION AVOIDANCE:
The GIS Investment provides significant ROI to the Department of State DoS) as it's associated funding supports the people and technology allowing prompt response to time-sensitive FOIA requests and Congressional inquiries. Diminishing the funding of the GIS Investment will result in significant increase in costly litigation expense (over $400K in FY2017) and the rework of cases by litigation teams.
2. MAINTAINING AUTHORITY TO OPERATE (ATO) FOR MISSION-CRITICAL SYSTEMS
The GIS Investment provides funding for Cybersecurity, Information Assurance, and Assessment & Authorization services for key DoS systems including SAS (State Archiving System), RIMS (Retired Records Management System), and the eRSC (Electronic Records Service Center). The funding for these specialized systems, as well as cyber-related support for A/GIS/DIR (Directives) and A/GIS/GPS (Global Publishing Services), is provided solely through the GIS Investment.
3. CUSTOMIZED DEVELOPMENT FOR A/GIS
The development team funded under the GIS Investment provides significant ROI by providing rapid, customized applications, data stores, websites, mobile applications, etc. for the A/GIS organization and it's composite offices: Information Programs and Services (IPS), Directives (DIR), and Global Publishing Services (GPS). The capabilities and expertise to support the business functions of A/GIS is not provided solely through the GIS Investment and as such, adequate funding must be maintained to enhance and operate thee functions.
4. A/GIS INFRASTRUCTURE DESKTOP AND USER SUPPORT
The GIS Investment provides funding for Infrastructure support of the wide A/GIS user base, as well as desktop support across the enterprise, including dedicated IRM services. The ROI for funding these operations is ensures available and secure systems and data on both OpenNet and ClassNet.
