Description
The GAANN Web Hosting and Information Technology (IT) Support investment serves GAANN Program of the Office of Postsecondary Education (OPE) Student Service (SS) area. This investment was originally part of a larger investment, OPE IDC.

Investment Detail
The result of the GAANN performance reporting system is that grantees will be able to more easily report the required performance indicator data on the fellows being funded and that the program office will be able to provide the data needed to the performance indicators in an expedient method when needed to provide to Budget Services.
There is no duplication of services since currently there is no other investment that collects information related to this program. If the investment was not funded, grantee institutions would need to mail hard copies of the performance reports, which would be a financial burden to the institution. In addition, program staff would need to scan each report in order to prepare it for upload to the electronic grant file in G5. Staff time would be dedicated to using a scanner which may or may not be available. In addition, staff would be forced to manually compile that data in order for the performance indicators to be determined and would extend the amount of time needed to complete performance reporting duties.
The current system the program uses is on ColdFusion and the recommendation has been to move to one of the FedRamp Certified platforms. This is under the recommendation from OCIO. Information provided by the Analysis of Alternatives (AoA), costs are based on the cost analysis using SalesForce; however, MS Dynamics was determined to be the best for GAANN. Both products are FedRamp Certified platforms. This will result in an increased cost in the first year (FY 19) due to these activities. The operations and maintenance of the new system is estimated to be the same as the previous system but will have added functionality and security.
