Investment Detail
The qualitative return on this investment (ROI) is to modernize the FLP platform by retiring the mainframe, COBOL based, Program Loan Accounting System (PLAS), and replacing the platform with the Direct Loan System (DLS), a web-based system for an improved user experience for customers and employees.
Completion of the process to integrate DLS with external systems will increase efficiency in the FLP loan making and loan servicing processes. This migration will enable a more effective delivery of FLP services to the farm community and savings from the mainframe operation projected.
The investment supports the routine development of enhancements and modernization to the suite of Farm Loan Program automation systems (DLS, FLPRA, eDALR$, SALA, NATS, and FSFL).
FLP also provides operational and maintenance support to the entire suite of Farm Loan Program developed applications as well as commercial off the shelf (COTS) products. All efforts support the Farm Loan Program mission of providing loans to Farmers and Ranchers.
The quantitative ROI includes progress towards measurable results in improved year-over-year performance of the applications within the investment evidenced by improved results of the annual Business Application Survey, on-time deliverables and activities, and maintaining budget and schedule adherence to planned values.
