FNCS-FNS-Financial Management Support System (FMSS)

IPAS is the primary financial management system used for the financial management of FNS program funds. IPAS accommodates all aspects of financial management and control for FNS food programs by integrating the accounting (for program costs, planning, and budgeting) with reporting and performance measurement against established standards.For IPAS, as per the Cost Benefit Analysis conducted, the ROI for IPAS was calculated to be 53.3%. The ROI was achieved. The benefits, including benefits internal and external to the government, for IPAS are as below: a) Improved FNS capability to provide effective and efficient assistance benefits to needy Americans b) IPAS supports FNS and USDA strategic goals by providing financial management support to Agency nutrition benefits programs that is compliant with all applicable government accounting standards IPAS also supports all FNS mission and administrative strategic goals by supporting the necessary underlying financial management functions required. c) Improved USDA reporting. Reports generated by IPAS are: (i) More accurate and (ii) More timely in responding to US Congress. d)Ensuring compliance with the OMB directive, requiring July 1, 2004, for paperless activity e) Enhanced ability for FNS to work with other financial services through data exchange f) Supports USDA goal of reducing fraud, waste, and abuse in the FNS program through better use of information technology.
