Congress required FMCSA to regulate commercial motor vehicle entry-level driver training (ELDT). The ELDT final rule was released 12/8/16, establishing new minimum training standards for truck and bus drivers applying for a commercial driver s license (CDL) for the first time. The rule requires these individuals (and certain others) to complete a prescribed program of instruction provided by a training provider listed on FMCSA s Training Provider Registry (TPR) before obtaining their CDL.
