Investment ID: 021-996986518
Overview
Program Title
FAAXX132: Enterprise Information Display System (E-IDS)
Description
E-IDS will replace five Information Display Systems (IDSs) currently in use at over 450 Air Traffic Control facilities with approximately 5,000 IDS-equipped operating positions. The E-IDS program will replace legacy IDSs with an enterprise system, providing a single National Airspace System (NAS) baseline with a single logistics pipeline, reduced training needs, and national configuration management, leading to long-term operations and maintenance cost savings.

Investment Detail
The investment completed a successful Joint Resources Council (JRC) Final Investment Decision (FID) on June 17, 2020. The E-IDS business justification includes a B/C Ratio of 1.10, IRR of 10%, and the payback of the investment in 2038.
Quantitative program benefits include:
1) Cost avoidance due to having a Single NAS Enterprise IDS (e.g., single national configuration management, single NAS baseline, single reliable logistics pipeline, high system and information security, reduced training costs).
2) Reduction of printing, formatting, and processing costs from FAA national & local orders, maps, and charts.
3) Safety benefits from robust electronic Notice to Airmen (NOTAM) and Pilot Report (PIREP) distribution.
4) Safety impacts and utility of timely electronic publishing of local orders, airport charts, and approach plates.
Qualitative program benefits include:
1) NOTAM and PIREP operational benefits.
2) Access to dynamic information from authoritative sources including weather products and traffic management information, which improves efficiency by providing timely access to accurate operational information.
3) Enhanced data filtering, searching, and correlation, which improves the ability for users to quickly find operationally significant information.
4) Cross-domain information sharing, which improves situational awareness by providing information from Terminal domain to En Route controllers such as runway visibility.
5) Efficient management and distribution of static information, which ensures users have the most accurate information at any given time.
6) Improved support for NAS contingency operations, which delivers information specific to a facility at any other location across the enterprise.
