Description
The ES2 Program is an integral part of the Department s global approach to network security, without which our data networks are exposed to grave risk. ES2 provides support via the 24x7 Virus Incident Response Team (VIRT). The program implements and manages the Department-wide countermeasures to stop malicious code, such as computer virus programs, SPAM, adware, phishing, spyware, and other cyber threats (known as malware).

Investment Detail

This investment is a National Security initiative that the cost benefit is derived from the availability and security of the Department of State's IT assets. The centralization offered by the ESS Program has resulted in a reduction of individual post and bureau costs by deployment of anti-virus software and hardware through a standard operating environment that leverages volume licensing, minimizes down-time due to malware attacks and ensures maximum network availability. By extending the outreach through home use anti-virus software the AV Program is pro-active in its efforts to protect the Department's networks and its customers. Because this program provides benefits that are qualitative in nature, rather than quantitative, ROI is not calculated. While there are goals, objectives, and performance metrics captured for this program, no financial ROI is attached to these goals, objectives, and performance measurements. Metrics are calculated and managed on an on-going basis, vetted at multiple levels of IRM management, and they are used to determine the organization's return on investment.
