Investment Detail

The Enterprise Data Services (EDS) investment is essential for modernizing VA's data systems that meets Congressionally mandated legislation such as the 21st Century Cures Act (Cures Act), VA Maintaining Internal Systems and Strengthening Integrated Outside Networks (MISSION) Act, Choice Care Act, Health Information Portability & Accountability Act (HIPAA), Veterans Appeals Improvement and Modernization Act, National Defense Authorization Act, and others.

Congress identified the importance of developing a secure, scalable, modern system that provides for the interoperable exchange of electronic health information and benefits while reducing long-term costs. By moving to an electronic health model that provides for electronic processing of various transactions types, VA will reduce or eliminate paper processing and storage costs for completed forms. The preparation of digital forms produces more efficient claims processing and automation of VA business processes. The use of digital claims lowers costs associated with manual data entry, copying, and storage of Veteran information and documentation, allowing VA representatives to focus more on Veteran interactions.

Application Programming Interfaces (APIs) move VA towards an open management platform by empowering partners to build innovative solutions for Veterans using standardized APIs. This strategy accelerates transformation in Health, Benefits, Burials, and Memorials as Veteran Service Organizations (VSOs), non-profits, and private companies develop solutions in Veteran-designated mobile and web-based apps, clinician-designated applications, Cerner/OEHRM interfaces, and care coordination.

Alternative solutions for these services include a combination of legacy systems that are outdated or the manual entry and processing of service requests along with the applicable qualified level of service determinations. Based upon costs analysis, this investment provides an estimated annual Return on Investment (ROI) of 24.7%. More than 350 applications have been moved to the enterprise cloud for hosting to-date with a total of roughly 900 planned. Applications virtualized in the cloud provide tremendous ROI by reducing cost and improving performance in the cloud versus on-premise applications that require a huge physical footprint and incur much higher maintenance costs.
