Description
The Enterprise Business Management System (EBMS) Investment consists of three IT mission support capabilities: Enterprise Business Collaboration (EBC), Application Development Portfolio Production Support, and the EBMS Platform. Together, these platforms provide a core set of tools supporting internal business processes and external facing applications outside the scope of FSA's major business systems. EBC consists of two separate environments, internal and external facing, to provide collaboration tools including portals, workflows, task lists, etc., that can be implemented and managed by end users. EBC is also the platform for seven internal facing web-based applications maintained by Application Development Portfolio Production Support. The third solution, the EBMS Platform, enables automation of workflows supporting several manual paper-based processes, most of which are not currently supported by technology solutions.

EBMS and its sub-investments provide stable cloud-based and on-premises enterprise platforms that enable FSA business units to build and deploy applications to automate business processes and workflows. Benefits of this approach include: the ability to create and maintain applications tailored to unique FSA processes; flexibility in adapting to changes in workflows and business rules due to legislative, regulatory, or operational requirements; and responsiveness to time-sensitive business needs. The EBMS investment will measure its success in how well the platforms provide timely development, implementation, and operation of applications to support FSA business management processes.
Individual applications will measure benefits in terms of productivity, responsiveness, and adaptability, e.g., timeliness of responding to correspondence requests, ability to complete more requests per team member, and/or ability to balance resources across teams.
The EBMS platforms and development processes present a lower-cost option for developing and deploying business process applications to support emerging requirements. Cost benefits can be quantified by estimating the cost of implementing an application using traditional stand-alone application development and comparing that to the proportional cost of implementing the application within EBMS.
The EBMS platforms provide development tools and processes that minimize code development and emphasize very short implementation times, enabling FSA to deploy EBMS applications in significantly shorter timeframes compared to traditional development methodologies.
